The State of Enabling Technology in LTSS Programs in 2024 ADvancing States released today a new report on the current state of enabling technology in LTSS programs. The report offers recommendations for state action as well as identifies supports that our Federal partners can offer to states as they explore ways to help older adults and people with physical disabilities live as independently as possible. Finally the report highlight some best practices across the country in both Medicaid and aging programs.
Efforts to Evaluate the Impact of ARPA HCBS Investments ADvancing States and the ARPA HCBS TA Collective are pleased to announce the release of an issue brief examining states’ efforts to understand the impact of their home and community-based (HCBS) projects implemented with unprecedented new Federal investment under the American Rescue Plan Act (ARPA). With such a massive investment in our nation’s largest HCBS delivery systems, it is critically important to distill learnings about which types of the states’ investments resulted in desired outcomes and which did not. Armed with such information, our state and national leaders will be better informed to establish policies when making future investments related to Medicaid HCBS.
Adult Protective Services in 2022: Responding to Evolving Needs in a Changing Environment ADvancing States is pleased to publish findings from the 2022 national survey of Adult Protective Services (APS) Programs in the report Adult Protective Services in 2022: Responding to Evolving Needs in a Changing Environment. ADvancing States conducted this survey to assess the current state of APS programs and identify trends related to topics such as caseload, staff retention, and client assessment. Additionally, there was a special focus placed on clients experiencing self-neglect. 2023 Sarah Taub Memorial Webinar Recording The 2023 Sarah Taub Memorial Webinar shared highlights from the 2021-2022 National Core Indicators - Intellectual and Developmental Disabilities (NCI-IDD) and National Core Indicators - Aging and Disabilities (NCI-AD) surveys. The webinar showcased promising outcomes and areas for improvement across domains such as person-centered planning, community participation and employment, health and health care, staffing, and the HCBS Final Settings Rule.
Services to Address Social Isolation: Findings and Recommendations Millions of Americans are experiencing social isolation and loneliness, which has a significant impact on health and wellbeing. Studies have demonstrated life longevity, physical, and mental health conditions are all negatively impacted when an individual is socially isolated or lonely.1 Social isolation and loneliness are also costly issues, with significant economic impacts. A 2017 study identified an estimated $6.7 billion in additional annual federal spending for Medicare due to a lack of social contacts among older adults.2 For these reasons, social isolation is emerging as a preeminent health and social policy issue.
State Medicaid Integration Tracker© The State Medicaid Integration Tracker© is published by ADvancing States and focuses on the status of the following state actions: Managed Long-Term Services and Supports (MLTSS), State Demonstrations to Integrate Care for Dual Eligible Individuals and other Medicare-Medicaid Coordination Initiatives, Other LTSS Reform Activities, including: Medicaid State Plan Amendments under §1915(i), Community First Choice Option under §1915(k), and Medicaid Health Homes.
NCI-AD 21-22 National Report This report is the most comprehensive and representative assessment of self-reported outcomes among older adults and people with physical disabilities receiving publicly funded LTSS since 2018. These data were collected from 13,663 people between June 2021 and July 2022. The sample includes individuals from 15 regionally representative states and a variety of LTSS programs, including: Medicaid HCBS, Nursing Facilities, and Older Americans Act recipients.
ADvancing States Analysis of State ARPA HCBS Spending Plans The American Rescue Plan Act (ARPA) included a 10% FMAP increase to Medicaid-funded HCBS. CMS requires states to submit semi-annual spending plan updates outlining changes to previously approved activities using ARPA HCBS funding.
ADvancing States released an analysis of states’ initial spending plan submissions in September 2021, grouping activities into tables focusing on ten areas.
Advancing Equity through MLTSS Programs ADvancing States is pleased to announce the release of a new report, Advancing Equity through MLTSS Programs, co-authored with Impact 120. This report highlights the numerous ways that managed long-term services and supports (MLTSS) programs can enhance state capacity to create more equitable programs for consumers. Research and interviews identified five key themes, which are explored in detail with recommendations for future action.
